Financial Assistance for Vocational or Technical Students (Special Populations) The Frank Phillips College Special Populations Program provides financial assistance to vocational and technical education program students for daycare assistance and travel expenses. Students enrolled in specific vocational and technical programs who commute from a distance of 30 miles or greater and/or have a child in daycare are encouraged to apply.
